I don't receive cable, but only some poor subset of OTA currently. I did notice that only some of the Spanish Novella cable channels were 5.1 encoded, with most of the rest still being two channel only. Their quality, over my L-C-R setup was a cut above the normal plain old L-R.
Is it lowest-common-denominator thinking that has slowed down adoption of the 5.1 standard (whatever it is called, Dolby?)?
