Pal to NTSC Convertion is notoriously difficult. To do it well it require generating phantom frames. Thats almost certainly why your card is having difficulties. I have PAL videos converted to NTSC using a Snell & Willcox Alchemist, thats a £150,000 piece of kit! Best option for showing PAL DVD on a set in the USA(?) is to use a european PAL player with a multistandard TV.NTSC to PAL is not really too much of a problem as all that happens are some of the fields are discarded to get the 25fps rate. And as to your other question European PAL DVD's are generated in PAL format, its just that most of our players can either convert NTSC to PAL or just play it native with a multi-standard set. I have been led to believe by consequence, that all DVD players are NTSC to start with and its additional circuits and processing that alow them to do PAL as well, whether there is any validity to that statement or not I can't say.
