George W Bush -- Bond always had to beat a larger than life Tyranical Moron who always makes big mistakes.Un seriously I would say I agree with Kevin Spacey who could probably play the slightly nutty without going over the top bad guy.
If you want over the top though and why not it is Bond then I would pick Jack Nicholson or John Hurt. The big fight scene at the end could be with another actor as the henchman, perhaps a Larry Fishburn or Liam Neeson.
Though I think Liam Neeson should be the Next James Bond after seeing him in Batman Begins.
