"Prohibited User Operations," the instructions on commercial DVDs that prevent the user from skipping or fast-forwarding past the increasing ammount of junk at the beginning of a DVD. Some DVDs won't let you skip the coming attractions!

The industry is just giving consumers one more reason to rent and burn a DVD (removing the junk in the process) instead of purchasing it.
