We just watched it a month or so ago, but I already have forgotten some of the details. Yes, Tessa did interview him in her investigation. As I remember, the doc explained to Justin that he participated in a trial of the drug and some of his patients died. His documentation of those deaths is what was covered up.

i thought that was the guy who actually created the drug. I thought he was living in exile helping the locals as a means of redemption

  Scott - I think you are correct.
  I believe the guy who was involved in the disposal (?) of the dead test victims was a different actor. He was the fellow that drove Justin to the grave site. That site looked like a bunch of broken cinderblocks.
