Harmonia,Yes "Dark City" is sci-fi fantasy, but also I think of noir as generally a look at lives and events in the "shadows" where there's moral uncertainty, emotional tensions and realignments, -where motivations and actions aren't clear. In my view, noir doesn't have to be literally dark, but I see noir as more a general air of veiled mystery. Under that use of the term, I think "Dark City" can fit into both categories.
