Police close cases when they believe the suspect is dead. They do not announce he was the killer, in case they were wrong, no to prejudice the case against the new suspect.
There is no statute of limitations on murder, so they do not close murder cases when they believe they are unsolved. And the fact some people confessed is not the same as the entire list of coincide of Allen including living within one mile or so of all the murderees, and the murders stopping while he was incarcerated.
