Yes, there was another effect of the A-Bombs use in Japan- they reverberated across Europe. Many historians believe that there would have been another conflict in Europe had it not been for the A-Bomb, and perhaps a partitioning of Japan as in Germany considering Russia had just entered the war against Japan. Hard to imagine President Truman not realising these implications.
