Not unless the television display is capable of multiple formats. NTSC is 60 fields, 30 frames, 525 lines. PAL is 50 fields, 25 frames, 625 lines. There are also great differences in the methods of color encoding/decoding between the two standards.
Follow Ups:
Most modern televisions sold now or in the past five years in Europe support PAL 50Hz, NTSC 60Hz, pseudo PAL 60Hz and Secam, so they work well with gear from US if the input signal is either composite or s-video.Best to check with the tv model in question though.
