Has anyone heard this?
How does it sound compared to regular receivers or other processors like:
Harman Kardon Signature 2.0
Adcom
Parasound AVC-1800, AVC-2500
Is it also decent in stereo like Lexicon, Theta, and EAD?

The Outlaw 950 processor is quite new. It just finished beta testing in march and a couple of bugs showed up on the the first few production units. These have been fixed and shipment of production units supposedly started again last week. There are some posts on AVS forum. My impression is that is sounds very good for the money. but is probably is not the best (nor should it be for < $1000). I believe some comments were that it sounded as good as or better than some more expensive units.
