It sounds like you might be running into macrovision copy protection based on the exhibited behaviour.

You can look for a Sima Color Corrector, and place it between the DVD and the receiver to see if that rids you of the problem. If it does, you've got macrovision issues.

If not, double check the cable between the receiver and the TV, it could have issues with ground manifesting itself as video noise.
