If you run RCA cables (interconnect cables) to the TV and monitor the signal through the TV's video input, do you still hear the static? If you don't, it's probably the TV's modulator. If you still hear the static, run the cable directly to the TV. If you lose the static, it's probably the VCR's modulator.
