There are many variables in the equation including the quality of the electronics in the receiving end and the source end; the environment where the equipment resides, Length (signal loss over distances) and routing of the cable (Some routing such as running a signal wire in parallel with a power wire will negate the quality of the signal wire because of so much indused distortion coming from the power wire), etc.You can almost always do better than the el cheapo cables that come in the equipment boxes. There are many DIY designs that compete with the $1000 and under botique crowd and hold their own. There are many DIY designs (such as Jon Risch's designs) that are now made by small startup companies that rival the under $1000 botique cables (some of these are listed in the asylum classified ads).
In general, you can get a slight increase in video quality by simply cleaning all your connections properly. You can usually get a large increase in quality for very little $ using a DIY design (either home made or bought). There are many excellent video cables out there... a good place to start is over at the cable asylum.
