I am helping my father add a couple pieces as he has just acquired his first dvd player. This will be his first sub, and would like to stay in the $300-350 range. I know that doesn't usually buy a whole lot, but a few manufactures seem to build something of quality at that price point now.Both the Hsu STF-1 and Rocket ELT SW-10 appear to have a much more substantial cabinet that the typical $300 sub found at consumer electronic stores.
I listened to the Definitive Technology PS80 and, depsite it's cheap feeling cabinet, actually delivered good performance, at least in the context of the demo room.
Are there others I'm missing? Is the Velodyne CHT8 in the same league as the first two?

I don't know about the Rocket, seems to be an OEM'd unit since it does not look anything like (or is designed like) their other line of speaker/subs.A Hsu STF-2 could be had for $349 at CompUSA.
A good "cheap" sub, just a little bit over your budget..$399. is the
Adire Audio Rava.Its a sealed 12,with a 250 watt amp,and decent venere.Do a search for Rava,lots of talk about,never hear much bad about them.
