It would actual take some effort to limit one to that. More likely what you hear is that the surround content (DVD, etc) typically covers less than that. In fact I believe the THX standard specically limits it. If that is the case it most likely done by digital filters.
For what it is worth there is surprising little content (music or movies) over 8kHz.
