Some manufacturers offer firmware updates that allow their players to read other formats and/or read burned discs better. I don't know if Toshiba offers such a firmware update for your player. According to their site, DVD-R discs should play fine (with a few exceptions).DVD-R (see Key Features and Detailed Specs)
http://www.tacp.toshiba.com/dvd/product.asp?model=SD-3960DVD writing, because of drive and media manufacturers, will always present issues for some people. You might try a different brand of media to see if that helps. Also, make sure your Samsung DVD Recorder has the latest firmware (if they have any updates).
