They are different signalling standards. VGA splits the signal into Red, Green, Blue, Horizontal Synch, Vertical Synch.Component video breaks things up into three signals, Luminance (Y), and two color difference signals (Pr, Pb).
To go from component video to VGA you need a transcoder, to convert the signals to the appropriate format.
