Are you then trying to get your TV's speakers to play? If so, there should be an option on your TV (somewhere in a menu) that will allow you to turn them on.
Are you trying to get TV sound out of your main speakers?
Your TV is connected to cable and a VCR. Therefore the signal is not originating from the TV. Connect your cable through your VCR, then to your TV. Connect the VCR's audio output to your pre and the video out to the TV.
You should be ready to go if I am reading your post properly.

I am trying to get TV audio from 2 speakers via the pre-amp. The only success is when the Audio Out port on the VCR is connected to the pre-amp, but I get sound from only one speaker.
