To be a "real" DVD, the video must be MPEG2, and "authored" so the video is in .VOB files accompanied by appropriate .ifo files. You probably got some kind of authoring software when you bought a computer or DVD writer. The authoring program should let you add menus, and give a choice of output... disc image, VIDEO_TS folder, or write to disc. I'd suggest creating the VIDEO_TS folder, and using Imgburn to write.
