Maybe I'm misunderstanding you.
Anyhow, someone comes to your town, RG, orders everyone out of their homes, shoots those who refuse or pretty much destroys the town if there's widespread resistance.
When the smoke clears, an entirely new group of people, directly related to the eviciting soldiers, occupy the town.
Of course, the new tenants don't want any change.
In your world, the previous tenants are just as guilty as the usurpers should they decide to fight for what has been taken. The usurpers want nothing but peace, having already won what they needed.
