When I graduated, virtually all of the students had turned 18. I didn't realize the movie took place well before graduation.

well, yes, in the eyes of the law, draft board, some liquor laws, etc.

I don't know what teenagers you are around, but the ones I am around are apparently more hard core individuals than those you know.
