Yes, this is an artifact of interlaced video (combining the odd and even lined screens) and/or 3:2 pulldown for film. What can you do?

1) get a progressive output player (still does interlacing but it is done at the digital level and less prone to artifacts);

2) get a good quality doubler or scaler (Faroujda is what I use but they are expensive);

3) ??? not sure other possibilities -- maybe use a computer-based system for your dvd player since it'll work as pure progressive -- recent SGHT issues have talked about this a lot.
