I have a number of PAL discs in my collection & a good player that converts to NTSC.

While I haven't noticed picture problems as obvious or extensive as you've noted, there does tend to be side change lock-ups on some discs that can apparently be attributed to mastering problems (i.e., since these problems have been reviewed in the European press relating to playback over some PAL machines). So, this may not be a PAL vs. NTSC problem as much as QC problem (shoddy mastering). I can't speak to the issue of extras on European DVDs generally because it seems to vary dependent upon the release, but it does seem like some standard issue PAL discs contain very little bonus materials when compared with NTSC counterparts.
