Of course, goes without saying. Testing is not a substitute for good programming practice, and it is not a panacea.
But it is not worthless either, it is an effective technique when used appropriately.
The best quality code shop I worked in, used three layers of code reviews. Along with documented recommended "best" practices and testing protocols.
The last layer of code review was with the lead architect, who reviewed eveyr single line of code before deployment. If we screwed up something bad, it could affect the stock price towards the end of the year, and literally cost the company *billions*. Yes, with a "b".
How could that be? Because we were performing analytics with code, used to make sales, profit loss, and other projections that affect stock value.
